Parramatta Justice Precinct

The Star Group has been successful in tendering for the provision of electrical and communications services for the huge Parramatta Justice Precinct project.

The project will deliver world class legal facilities comprising:

designed to accommodate the NSW Attorney General’s Department, Legal Aid, Office of the Protective Commissioner and Public Guardian and the Department of Corrective Services together with justice facilities directly accessible by the public;

The refurbishment of the historic Jeffrey House to provide new accommodation for the Western Sydney Area Health Service’s Parramatta facilities; and

The Senior Project Manager is Rick Fewtrell who will be assisted by Project Manager, Geoff Brookhouse and the two Site Foremen, Dave Speelman and Frank Palamara.

At this stage, Rick estimates that the project will be complete around mid 2008.

The Project Manager for the communications services is Patrick Hamilton, supported by Site Foreman, Paul Farmer.

The builder is the Multiplex Group which won the design, construct and facilities management contract to deliver the centre for the NSW Government.

The construction contract value is circa $250 million.

Multiplex Constructions has been contracted to design and deliver a finished product. On completion, Multiplex Facilities and Infrastructure Management will manage the precinct for a 10 year period.

It is anticipated that some 2,000 jobs will be created during the project’s construction phase and, on completion,
accommodate more than 1,500 permanent staff in a range of services.

The design elements have been delivered in collaboration with Lyons Architects, Bates Smart Architects, EDAW Gillespies and Krikis Tayler Architects.

The Justice Precinct is located on the northwestern perimeter of the CBD of the City of Parramatta.

The northern boundary is the Parramatta River and the eastern, western and southern boundaries are Marsden, O’Connell and George Streets respectively. The total land area is about 25,00 m².

The project has presented some rather unusual site problems as it is known to contain archaeological remains from
various periods of the 18th, 19th and 20th centuries, relating to early hospitals, residences and industrial buildings. These remains are protected under the NSW Heritage Act 1977. Remains identified include convict huts (c 1790-1820), the Tent Hospital (c1792-1818) and the Colonial Hospital (c 1818-1901).

Any excavation work in archaeological sensitive areas requires approval from the NSW Heritage Office.
